Persekutuan Pengakap Malaysia (The Scouts Association of Malaysia, PPM) is an organisation uniformed body that have been established and officially regulated by an act of parliament through the Scouts Association Of Malaysia (Incorporation) Act 1968. Persekutuan Pengakap Malaysia is part of the global scouting movement and national member of the World Organization of the Scout Movement (WOSM).

Members of the Association may not express opinions on matters of policy or on any matter if it will appear, that they are speaking or contributing on behalf of the Association when writing articles of any kind, appearing on public news whether printed or electronically screened, speaking on radio or when being interviewed by the press, without the prior written approval of the National Chief Scout Commissioner.

In this connection, a circular on the guideline can be obtained by downloading from this Site under - General Circular: Laman Web dan Blog Pengakap.

Members of the Association must comply to the Rules and By-laws under Laws of Malaysia Act 409, Scouts Association of Malaysia (Incoporation) Act 1968 (Revised-1989) and The Policy, Organisation and Rules of the Scouts Association of Malaysia; Rule 35:

Printed Public (and electronically screened) News, Radio and Television Broadcasting, Filming and Publications.
35 1) No member of the Scout Association may express opinions in the public press on any matter of scout policy or principle or be concerned in any audio (Radio) or Television (or any electronically screened) broadcast referring or relating to the Scout Movement without the prior approval of the National Chief Scout Commissioner.
(2) Notwithstanding to sub paragraph (1) above, the States’ Scout Councils may issue notices and reports to the press on the activities of its members and the councils may also publish publications and books for the development of their Scout Movement in their various states, however, such publications shall adhere to the policy at the time being enforced by the working committee and any such contents of the said publications and books shall be forwarded to the National Chief Scout Commissioner for his consent and no such publications and books shall be published if such consent is not granted.
(3) The State Scout Council may, on the approval of the State Scout Commissioner, published and promotes the publication of any Scout Journal/Magazine/ Bulletins/Periodicals as long as such the contents of such publications do not contradict to any policies and objectives which have been enacted in this by-law.


23rd Asia-Pacific Regional Scout Conference

Malaysia welcomes all the delegates, the observers and the accompanying persons to the APR Course for Leader Trainers (CLT), 6th APR Scout Youth Forum and the 23rd Asia-Pacific Regional Scout Conference.

APR Course for Leader Trainers (CLT)



The Asia-Pacific Course for Leader Trainers (CLT) will be conducted from 19th October 2009 to 25th October 2009 at the International Youth Centre, Kuala Lumpur.

6th APR Scout Youth Forum



The 6th Asia-Pacific Regional Scout Youth Forum will be held from 22nd October 2009 to 25th October 2009 at the International Youth Centre, Kuala Lumpur.

23rd APR Scout Conference



The 23rd Asia-Pacific Regional Scout Conference will be hosted at the Hilton Hotel, Kuala Lumpur from 27th October 2009 to 1st November 2009.

Opening Ceremony


Malaysia first hosted an Asia-Pacific Regional Scout Conference was as far back in 1964, when it organised the 4th Far East Scout Conference from 6th  December to 12th  December 1964 at the Dewan Bahasa dan Pustaka, Kuala Lumpur. 

The Persekutuan Pengakap Malaysia ( The Scouts Association of Malaysia) at that time was headed by  the Chief Scout, Y.B. Tun Hj. Sardon bin Hj. Zubir who was also the then Education Minister of Malaysia. The National Chief Commissioner was Y.B. Datuk Esa bin Alwee.
 The said Conference was officialy opened by the late Y.T.M. Tunku Abdul Rahman Putra Al-Haj, the first Prime Minister of Malaysia.

After 45 years, the Perseketuan Pengakap Malaysia (The Scout Association of Malaysia) has again been given the honour of hosting  The  23rd Asia-Pacific Regional Conference  in October 2009. This is a proud moment for the Perseketuan Pengakap Malaysia and all the Malaysian Scouts.

Climate Change Challenge C3

World Scout Environment Project
World Scouting's communication theme for this year is environment, given our work and the worldwide focus on the United Nations Framework Convention on Climate Change Conference (COP 15) in Copenhagen 7 - 18 December 2009.

The radio and Internet discussions that will take place during the JOTA / JOTI will contribute to enhancing the participants' awareness of environmental issues. The educational tools will be based on the content of the
World Scout Environment Programme and a special kit for JOTA is currently under development.

Already available topics that can be used related to your JOTA / JOTI programme:

Natural disaster 
Prepare for disaster of any kind 
Alternate energy for your JOTA station 
The carbon footprint 

For this year we are promoting "green" JOTA radio stations. During the celebrations of the centenary of Scouting in 2007, a JOTA radio station was set up on Brownsea Island, running fully on solar, wind and human energy. In order to complete the Climate Change Challenge ("C3") a JOTA participant should:
  1. Help your JOTA radio station to become a "green" radio station. Is your radio station environmentally friendly? Can you reduce the carbon footprint of the radio station?
  2. Discuss with 2 different people from 2 different countries about what actions can you do to reduce your environmental footprint  
  3. Learn about an environmental problem found close to the JOTA radio station and write down a possible action to improve the situation.

The Singapore Scout Association in colllaboration with WWF Malaysia would like to invite Rovers of Persekutan Pengakap Malaysia to join the Project Orion in Terengganu. Details of the project are as follows:-

Location Setiu, Terengganu, Malaysia 
Eligibility Rovers who have completed the Scouts of the World Discovery Workshop
